Glitch?

So I bought a B707-320 and tried to fly it into Apia (APW). I found out that the runway is too small for that aircraft. It’s runway requirement is over 10k I believe.

A couple days later I see that another airline recently launched a route to APW with a 707-320.

How?

If the runway is just a little to short the game will reduce the PAX onboard the plane until the weight is OK for it to take off still.
