Aircrafts out of production - Boeing 777, Q400

Does anyone know how the admins decide when an aircraft is labelled out-of-production and can no longer be purchased in-game? Both the Boeing 773 / 772 and Q400 have been out-of-production for a long time now but are still available in-game.
